At the 12th High-Level Meeting of the Regional Oversight Mechanism (ROM) held in Entebbe, Uganda, on May 28, 2025, African regional leaders voiced strong support for Sudan’s national peace roadmap and denounced ongoing hostilities by the Rapid Support Forces (RSF), particularly the siege on the city of El Fasher.
According to Sudan Tribune, Chaired by Ugandan President Yoweri Museveni, the meeting brought together representatives from 13 countries across the Great Lakes and Horn of Africa regions—including Sudan, South Sudan, Kenya, Rwanda, Angola, Tanzania, and the Democratic Republic of Congo. Delegations from the African Union, United Nations, and International Conference on the Great Lakes Region (ICGLR) were also present.
Sudan’s delegation, led by Malik Agar, deputy head of the Sovereign Council, received widespread support in its push for a peaceful resolution to the internal conflict. The summit communiqué called on the RSF to lift the siege of El Fasher, end attacks on civilians, and cease the destruction of critical infrastructure, as mandated under UN Security Council Resolution 2736.
Regional leaders strongly reaffirmed the principles of Sudan’s sovereignty, territorial integrity, and unity. They condemned any form of foreign interference in the Sudanese conflict and emphasized the importance of regional cooperation to curb the influx of weapons and mercenaries. The communiqué also highlighted concerns over drone strikes targeting Port Sudan, calling them a grave threat to Red Sea security and humanitarian operations.
The summit concluded with a call for intensified diplomatic efforts and regional solidarity to support a Sudan-led peace process and restore stability to the region.
